The Philippines is one of the few countries where the accommodation you are running is named in national law. Republic Act 9653 defines a residential unit to include "dormitories, rooms and bedspaces offered for rent by their owners" — which tells you two useful things. Renting out a bed, rather than a room, is a recognised and regulated business here. And the legislature had to say "bedspaces" because that is genuinely what Filipinos call them.

That single-bed unit is what breaks most property software. A six-bed room in Sampaloc is not one tenancy. It is six people, six move-in dates, six advance-and-deposit balances and six sets of arrears, sharing one door.

What operators call it in the Philippines

The distinction to get right first: a bedspace is the accommodation, a bedspacer is the person. You advertise a bedspace for rent; you manage bedspacers. Swapping them is the error a local notices immediately.

Around that sit a cluster of overlapping terms, all genuine:

Paupahan is the natural Tagalog for a rental property, from the root upa. Kasera — from the Spanish casera — is the colloquial word for the landlady, and it is the more commonly heard of the pair with kasero.

Geography matters too. Metro Manila's University Belt is a recognised sub-district spanning Quiapo, Sampaloc, San Miguel, Intramuros and parts of Ermita and Malate, with colleges within walking distance of each other. Bedspace concentrates around campuses, hospitals and BPO hubs — and the last of those brings residents on shifting schedules, which changes how a house actually runs.

How operators collect rent in the Philippines

Philippine rent arrives on more rails than almost anywhere. The two interbank services both sit under the Bangko Sentral ng Pilipinas' National Retail Payment System: InstaPay credits in real time, around the clock, with a per-transaction limit; PESONet settles in scheduled batches, typically same banking day if submitted early enough. Knowing which one a tenant used is often the difference between "they haven't paid" and "it hasn't landed yet".

QR Ph is the national QR standard, established under BSP Circular No. 1055 and managed by Philippine Payments Management, Inc. Full adoption was mandated from 1 July 2023, retiring proprietary codes. It carries both person-to-person and person-to-merchant payments.

On top of that, GCash and Maya — the latter renamed from PayMaya in May 2022 — are how a great many bedspacers actually move money. And the over-the-counter network is not a fallback, it is a genuine bills-payment rail: Cebuana Lhuillier, M Lhuillier, Palawan and 7-Eleven's CLiQQ kiosks all take bill payments across thousands of branches. Plenty of small boarding houses still take cash.

Running a boarding house in the Philippines

Advance and deposit. RA 9653 is explicit: a lessor cannot demand more than one month advance rent, nor more than two months deposit, and the deposit is to be kept in a bank in the lessor's name with interest accruing to the lessee. That one-advance, two-deposit shape is the convention operators follow. The Act covers units within stated monthly rent thresholds — ₱10,000 in NCR and other highly urbanised cities, ₱5,000 elsewhere — which is exactly the band most bedspaces fall into. Its coverage has been extended by later legislation more than once, so confirm the current position with DHSUD before you set a rate-increase policy rather than relying on an article.

One increase a year for students. RA 9653 carries a rule written specifically for this sector: for boarding houses, dormitories, rooms and bedspaces offered for rent to students, no rent increase more than once per year is allowed. It also makes accepting boarders or bedspacers without the owner's written consent a ground for ejectment — which is why master-tenant subletting needs to be documented, not assumed.

Permits. A lawful boarding house typically carries barangay clearance, a mayor's or business permit, zoning or locational clearance, fire safety inspection, and a sanitary permit. That last one has its own statute: Presidential Decree 856, the Code on Sanitation, devotes Chapter XIV to lodging and boarding houses, requires a sanitary permit before opening to the public, and requires staff to hold a health certificate from the local health authority. Requirements vary by LGU, so check yours.

The calendar. Basic education has settled back onto a June start — School Year 2026–2027 runs 8 June 2026 to 8 April 2027 under DepEd Order No. 009, s. 2026 — but university calendars do not all follow it, so build your turnover forecast around the campuses you actually serve. PhilSys and the PhilID, created by RA 11055 and run by the PSA, are now the most widely held government ID for tenant records.
