The Hostel Register: What Records Pakistani Hostel Owners Must Keep

TL;DR
- In Punjab the binding statute for a private hostel is the Punjab Information of Temporary Residents Act 2015: verify every resident against a CNIC or passport, take a copy, and get their details to the police within 24 hours of check-in.
- That Act prescribes no register format and no retention period. Most of the "hostel register" is therefore operational discipline, not statute — this guide marks which is which on every line.
- Private girls hostels and working women hostels in Punjab have a second layer: under the Punjab Women Hostels Authority Act 2023 no such hostel shall be operated unless registered with the Authority, and an Inspection Officer may examine your books.
- The one retention period we could verify in primary law is financial: six years after the end of the tax year, under section 174(3) of the Income Tax Ordinance 2001.
- Sindh, Khyber Pakhtunkhwa and Balochistan legislated separately, with different clocks. Do not run a Karachi property on the Punjab timeline.
- Punjab penalties reach six months imprisonment and a fine of not less than Rs 10,000 and not more than Rs 100,000; the offence is cognizable and non-bailable.
This is general operational guidance, not legal advice. Requirements differ by province, by district, and by which authority is inspecting you — and they change. Where we could verify something in the text of a law, we say so and link it. Where we could not, we say that too. Check with your local police station and district administration before relying on any of it, and take a tax practitioner's view on anything with money attached.
What the Punjab law actually asks
Most operators assume the requirement is "keep a register." It is not, in those words. The Act imposes three concrete duties, and a register is simply the practical way to discharge them.
Identity before the bed. Section 5(1) is a gate, not a filing rule: you may not allow a guest to stay unless you are satisfied about their identification on the basis of a CNIC or a passport. Section 5(2) then requires you to obtain a copy and provide that copy to the police at the earliest. The copy is not just for your drawer.
The 24-hour clock. Section 3(2): the owner or manager must, within twenty four hours from the time of arrival or check in of a guest, provide the guest's information to the police in the prescribed manner, by the fastest means of communication. There is a slower fifteen-day clock in section 3(1), but it applies to a rented premises let to a tenant — a house or flat on a rent agreement. A hostel bed is not a rented premises under this Act, and running your hostel on the fifteen-day clock will not survive an inspection.
Weapons entries. Section 8 is easy to miss. You must ensure a guest carries no firearm or explosives other than a licensed weapon, and the owner or manager must keep an entry of any licensed weapon carried by a guest and pass that to the police. It is one of the few places the Act uses the language of keeping a record on your premises.
Section 3(3) softens the liability: where several people are responsible for the same information and one provides it, the others are not liable. But section 3(2) names the owner or the manager, so for a hostel the duty lands on you or the person you put in charge.
What the Act does not say
This is the part guides usually invent. It prescribes no register format, no retention period, and says nothing about guardian details, emergency contacts, student ID, visitor logs or resident photographs.
TODO(verify): whether rules made under section 16 prescribe a form, manner or set of particulars for the section 3 report, and whether they impose any retention period — the Act repeatedly says "in the prescribed manner", so the detail lives in rules we could not locate. Also TODO(verify): whether any notification under section 9 currently extends the 24-hour deadline in your district.
Which hostels are covered
Section 2(d) defines a hostel as premises where accommodation is offered for rent or other consideration, but excludes a hostel exclusively managed by an organization or institution for its own enrolled students or staff. A university hall of residence therefore sits outside section 3 — though section 4 catches it anyway: an outsider may not stay there without the manager's prior written permission, and the manager must report that person to the police within 24 hours. A privately owned boys hostel or girls hostel across the road from the same campus is squarely inside the Act.
Girls hostels and working women hostels in Punjab
The Punjab Women Hostels Authority Act 2023 adds a registration regime for hostels operated in the private sector as women hostels:
- Section 13 — no hostel shall be operated unless registered with the Authority, on the prescribed form and in the prescribed manner.
- Section 11 — a Hostel Inspection Officer may examine any book or documents relating to the hostel, demand your identity card and registration certificate, issue an improvement notice, seal a hostel operating in contravention, and impose a fine.
- Section 8 — where the Authority categorizes a hostel it issues a certificate, which the Operator must display conspicuously on the premises.
- Section 15 — in a resident-versus-Operator dispute the Director General calls both parties along with the relevant record. What you wrote down becomes the evidence.
- Penalties — failing to comply with an order or notice: fine up to Rs 15,000. Contravening prescribed hygiene and safety standards: cancellation of registration or fine up to Rs 10,000. False or misleading information: cancellation or fine up to Rs 25,000. Obstructing an Inspection Officer: up to Rs 10,000, and up to Rs 20,000 for repeats. Operating unregistered: liable to be sealed.
Three honest caveats. TODO(verify): whether the Act has been notified into force in your district — section 1(3) lets the Government appoint different commencement dates for different areas. TODO(verify): whether rules or regulations under sections 31 and 32 have been notified, and what resident records they prescribe — the Act itself lists none. TODO(verify): whether any equivalent province-wide authority or district bylaw governs a private boys hostel in Punjab; we found none, but an absence of search results is not proof of an absence of law.
Outside Punjab
Sindh. Karachi Police cite the Sindh Information of Temporary Residents Act 2015 and list the documents for tenant registration: owner's CNIC, tenant's CNIC, rent agreement (originals and copies), an affidavit and a photograph. Registration is free, at a police station, facilitation centre or the Sindh Police online portal, and you receive a certificate. Reporting from when the bill passed described a 48-hour clock for tenants, a three-hour clock for hotels, guest houses and hostels, and fines of Rs 10,000 to Rs 45,000. TODO(verify): the three-hour hostel deadline and the Rs 45,000 ceiling against the enacted Sindh text — we could only source these to contemporaneous news reporting.
KP and Balochistan operate under differently named statutes: the KP Restriction of Rented Buildings (Security) Act 2014 and the Balochistan Restrictions of Rented Buildings (Security) Act 2015. TODO(verify): the duties those two Acts place on a hostel owner or manager, including the reporting deadline and the identity documents required.
Digital reporting. In Punjab, PITB runs Hotel Eye, a web application logging check-ins and check-outs, integrated with NADRA and police record systems; PITB records that Punjab made it mandatory for hotels in October 2016, and the Home Department extended a registration requirement to private guest houses in 2025. TODO(verify): whether hostels — as distinct from hotels and guest houses — must submit through Hotel Eye in your district, or whether police station intimation remains the accepted route.
The record set, line by line
The Basis column is the honest part. "Statute" means we read it in the Act. "Practice" means it is what a well-run hostel does, and nothing more.

Handling the file, not just filling it
Pakistan has no comprehensive data protection statute in force. Successive drafts of the Personal Data Protection Bill remain unenacted, and the Prevention of Electronic Crimes Act 2016 is criminal law, not a privacy framework.
Some operators read that as permission to be casual. It is the opposite: there is no statutory safe harbour when a stack of CNIC copies walks out of your office. Note too that section 6(3) of the Punjab Act restricts even the police to using this information for preventing, detecting, investigating and prosecuting terrorism and Pakistan Penal Code offences. If the statute limits them, a photocopy shop is not a reasonable place for your resident file.
Practical minimums: one named person owns the file; no CNIC copies in an unlocked drawer or a shared WhatsApp group; staff see only the residents they need to; when a warden leaves, their access goes with them. If you are still on paper or a shared spreadsheet, the case for moving off Excel is mostly an access-control argument.
A checklist for this week
- Pull one resident file at random. Is there a legible CNIC or passport copy? If not, that is a section 5 problem today, not a filing problem.
- Find your last five police intimations — not the residents, the proof you reported. If you cannot produce it, start capturing the acknowledgement now.
- Time yourself. Resident walks in, police have the details — is it under 24 hours? Build the report into check-in, not into someone's Friday.
- Check your women hostel registration status, if that applies, and get the certificate on the wall.
- Settle the under-18 question with your local station. Ask what they accept for a minor, write the answer down, tell your wardens.
- Separate financial records from resident records and set the financial ones to six years. That is the one clock you can rely on.
- Decide who may open the resident file — and take that decision away from everyone else.
- Record guardian and two emergency contacts for every resident. No statute we found requires it. You will still be glad of it at 2am.

Software does not change what the law asks. It changes whether you can answer when someone is standing at your desk asking. One resident record carrying the CNIC, guardian, emergency contacts, bed history and billing trail turns an inspection into a search box, and check-in can demand the ID copy before the bed is allocated — so the section 5 gate is enforced by the workflow, not by whoever is on the desk. What it will not do is file your police report, tell you which notifications are in force in your district, or replace a conversation with your local station.

Is a hostel legally required to keep a resident register in Pakistan?
In Punjab, the Punjab Information of Temporary Residents Act 2015 requires you to verify a guest against a CNIC or passport, obtain a copy of it, and report the guest to the police within twenty four hours of check-in. It does not prescribe a register in any particular format, and it sets no retention period. A register is how most operators meet those duties in practice, but the register itself is operational discipline rather than a format the Act names.
How long do I have to report a new resident to the police?
Under section 3(2) of the Punjab Act, the owner or manager of a hostel has twenty four hours from the time of arrival or check-in of a guest. A separate fifteen-day clock in section 3(1) applies to letting out a rented premises such as a house or flat, not to a hostel bed. Sindh, Khyber Pakhtunkhwa and Balochistan have their own statutes with different timelines, so confirm the clock for the province you operate in.
What if a resident is under 18 and has no CNIC?
Section 5 of the Punjab Act refers only to a computerized national identity card or a passport. It does not mention the B-Form, and we could not verify what the police expect for a minor resident. Most operators take the B-Form plus the guardian's CNIC and record the guardian as the responsible adult. Confirm the accepted document with your local police station before you rely on it.
How long should I keep hostel financial records?
Section 174(3) of the Income Tax Ordinance 2001 requires accounts and documents maintained under that section to be kept for six years after the end of the tax year they relate to, and until the final decision of any pending proceedings. Six years is the safest default for invoices, receipts, rent ledgers, deposit records, bank statements and expense vouchers.
Do I need to register my girls hostel with a government authority?
In Punjab, the Punjab Women Hostels Authority Act 2023 states that no private women hostel shall be operated unless it is registered with the Women Hostels Authority. The Act commences on dates the Government notifies, and different dates may be appointed for different areas, so confirm whether it is in force in your district before assuming either way.
Am I allowed to share resident CNIC copies with anyone who asks?
No. The Punjab Act requires you to give the copy to the police, and it limits the police to using that information for preventing, detecting, investigating and prosecuting terrorism and offences under the Pakistan Penal Code. Pakistan has no comprehensive data protection statute in force, so there is no general privacy law backstopping residents, which is a reason to be stricter with the file, not looser.
